The cap you removed is for the oil filler opening. You'll never see any oil here, because it's at the bottom of the crankcase and transmission. Check the oil by looking at the sight glass on the rear of the transmission, on the right side at the bottom, just above the exhaust heat shield. Hold the bike upright when you check the level, or else you'll get an inaccurate reading.
If your 140/90 tire rubs, then replace it with the recommended 140/80. Some of us use the oversize tire by using flat-head fender bolts which have less protrusion into the wheel well.
